In September 1996, over 250 engineers, and project managers from the Air Force, NASA, and Industry participated in an AFRL Materials Directorate Program Review. The chief organizer was Mr. Dan Cleyrat of Anteon Corporation, working for the Directorate's Space Materials Office. Building on the success of this review and an overwhelming request for expansion by tri-service and NASA attendees, Dr. Vincent Russo, former Director of AFRL/ML and former Executive Director, Aeronautical Systems Center, initiated the national tri-service and NASA sponsored Symposium in 1998. In mid 1998, Dr. Charles Browning became the AFRL/ML Director and continued the Air Force's role as lead sponsor. In February 2000, the next symposium was held in San Diego, California again with tri-service and NASA sponsorship, with the Air Force acting as lead sponsor.
